What is The Village at Rockshire?

The Village at Rockshire is a new EYA neighborhood that will feature modern homes, brand-new retail with outdoor seating areas, a central park and children’s playground. The homes will include single-family residences and townhomes.

 

 

How many homes will be built at The Village at Rockshire?

A total of 60 homes will be built:

  • 31 single-family residences
  • 29 townhomes (20 market rate and 9 affordable homes)

 

 

Where exactly will The Village at Rockshire be located?

The Village at Rockshire will be located at the corner of Wootton Parkway and Hurley Avenue in the City of Rockville.

 

 

What is the size of the community?

The entire community (including retail and park space) is 7.32 acres.

 

 

When is the community projected to start construction, and when will homes be ready to move in?

Land development is underway. The homes are projected to start construction in Spring of 2026, with first move-ins projected for late 2026/early 2027. Both single-family homes and townhomes will be constructed at the same time. The entire community is expected to be completed in 2028.

 

 

When will the new retail in the community open?

Currently, construction of the new retail is slated to start in the Spring of 2026, with retail spaces turned over to the businesses in early 2027, which would result in businesses projected to open in the Summer of 2027. The start of the building will be predicated upon having signed leases for tenants.

 

 

What will the homes offer?

The single-family residences will feature 4-6 bedrooms, up to 5.5 baths, 2-car garage parking, private rear yard, optional finished lower level and attic space, and optional elevator.

The townhomes will offer 3-5 bedrooms, up to 4.5 baths, 2-car garage parking, and an optional loft level with rooftop terrace. Elevators will not be available in the townhomes.

All the homes at The Village at Rockshire will feature an environmentally friendly, all-electric design. That means no gas lines will be run to the homes, and all the home systems and appliances will be electric, including HVAC, hot water system, range, and cooktop (with option for induction). The homes include an EV charging rough-in, and you can choose to add an optional solar rough-in. Solar panels are available for purchase on the market-rate townhomes.

 

 

What type of heating and cooling is in the homes?

The single-family homes feature high-efficiency dual-zone heat pumps, while the townhomes will feature a high-efficiency single-zone heat pump with the 3-story plan, and high-efficiency dual-zone heat pumps when the optional loft level is purchased.

 

 

What onsite amenities will The Village at Rockshire offer?

The Village at Rockshire will offer brand-new neighborhood serving retail with outdoor seating areas. We anticipate that it may include retailers such as a coffee shop and dining options. Other amenities include a large central park with playground, 5 bike racks, and a bike repair station by the Millennium Trail at the Wootton Parkway entrance.

What amount of deposit is required to purchase a home at The Village at Rockshire?

For the townhomes, a $100,000 deposit is required, and for the single-family homes, a $160,000 deposit is required. This is made in 2 payments - an earnest money deposit of $10,000 made payable to EYA Marketing LLC, and then the balance of the deposit is made payable to RK Homes Associates LLC. Funds should be paid via an online payment link (Earnnest) or by wire transfer.

 

 

Who are the preferred lenders at The Village at Rockshire?

 

 

Are there any special incentives offered for the homes at The Village at Rockshire?

If you use one of our preferred lenders and our preferred title company (Capitol Title), both the Seller and the lender will contribute ½ point towards your loan, and reimburse for credit and appraisal fees, and transfer and recordation taxes will be split.

 

 

What visitor parking is available onsite?

25 City of Rockville public parking spaces will be available on the streets throughout the community. 26 spaces will also be available in the retail parking lot for guests visiting the retail shops. In addition, there will be access for townhome and retail visitors to 30 parking spaces reserved for The Rockshire Association when not in use by the Association during summer swim season and special events.

 

 

How does the HOA work?

The monthly HOA fees are $290 for the single-family homes, $275 for the market rate townhomes, and $137.50 for the affordable townhomes. All homes pay 4 months assessment as an Initial Capital Contribution.

 

Snow Removal

  • The HOA is responsible for snow removal on all alleys, sidewalks, and leadwalks.
  • The City of Rockville maintains Rockshire Place as it is a public road.

 

Landscape Maintenance

  • The HOA is responsible for maintenance, mowing, and watering of all common areas – owners are responsible for their own ground planting.

 

Hardscape Maintenance

  • The HOA is responsible for maintenance of all common areas, leadwalks, and sidewalks to the extent they are on HOA common area parcels.

 

Stormwater Management (SWM)

  • The HOA is responsible for the maintenance of all SWM facilities, whether in ROW or private land.

 

Amenity Areas

  • The HOA is responsible for all maintenance, managing, and administering of amenity spaces including the park and associated amenities.

 

 

Will The Village at Rockshire homeowners have access to the Rockshire Pool?

The Rockshire Pool has a limited number of paid memberships that are available for residents who are not part of the adjacent Rockshire community.

 

 

What is the warranty on EYA’s new homes at The Village at Rockshire?

EYA’s homes are covered by what is called a 1/2/10 warranty. Up to year 1 after settlement, everything is covered, all mechanical/electrical/plumbing is covered up to year 2 after settlement, and then there is a structural warranty for up to 10 years after settlement. The warranty is backed by PWC.

 

 

What are the real estate taxes in the City of Rockville?

In 2025, the total tax rate for City of Rockville and Montgomery County real estate taxes was 1.1591% of the assessed value. Tax rates are adjusted annually, so please check with the County, as rates may be different in 2027 when the homes are complete.

 

 

Which streets are public and which streets are private at The Village at Rockshire?

Rockshire Place is a public street that is maintained by the City of Rockville. All the alleys behind the homes are private and maintained by the HOA.

 

 

What is the annual fee for the water company, and how long is it paid for?

For single-family homes, the annual fee is $3,950, and for the townhomes, the annual fee is $2,150. The fee is billed annually for 40 years. This fee is for bringing water and sewer services to the community and does not include actual water usage.

 

 

What type of outdoor grilling options are allowed?

As The Village at Rockshire is an all-electric community, no natural gas lines are available to be plumbed. You may have a propane grill on the rooftop terrace. No charcoal grills are permitted with townhomes, however, a charcoal grill is allowed in the rear yard of a single-family home.
