What is Highlands Row?

Highlands Row is a new EYA townhome community coming to Arlington, VA. The community is part of a larger public-private partnership to transform the Crystal House Apartments complex. The partners include Arlington County, Amazon’s Housing Equity Fund, EYA, True Ground Housing Partners, and Washington Housing Conservancy.

Highlands Row is the next phase of a five-phase redevelopment plan that will expand the existing Crystal House Apartments with 865 additional housing units. The overall community offers options for a range of income levels and aligns with Arlington County’s vision to deliver attainable housing options in one of the region’s most well-located, transit-connected neighborhoods. How many townhomes will be built by EYA at Highlands Row?

EYA will be building a total of 42 townhomes.

 

 

Where exactly will the townhomes at Highlands Row be located?

EYA’s townhomes will be located along South Fern Street, between 18th Street South and 21st Street South. This neighborhood is located in the heart of National Landing, a vibrant area that encompasses Crystal City, Pentagon City, and Potomac Yards.

 

 

What is the size of the Highlands Row community?

The entire Crystal House redevelopment is 17 acres, of which the EYA Highlands Row community will sit on approximately 2 acres.

 

 

When is the community projected to start construction, and when will homes be ready to move in?

Land development is underway. The townhomes are projected to start construction in Spring 2026 with first deliveries late 2026 or early 2027. The entire community is expected to be completed by mid-2027.

 

 

What will the townhomes offer?

The 4-level townhomes will offer approximately 2,025 square feet of interior living space with an open main-living level floorplan, 3 bedrooms including a spacious primary suite, 2.5 baths, private rooftop terrace, and 2 designated parking spaces (one standard and one compact-sized) with direct access to the home in a shared garage.

EYA’s townhomes at Highlands Row feature an environmentally friendly, all-electric design. That means no gas lines will be run to the homes, and all the home systems and appliances will be electric, including HVAC, hot water system, range, and cooktop (with option for induction). You can also choose to add optional EV charging rough-in at your garage parking spaces and optional solar rough-in or solar panels.

 

 

What type of heating and cooling is in the townhomes?

The all-electric homes feature a high-efficiency single-zone heat pump.

A total of $110,000 is required, which is payable in an earnest money deposit of $10,000 made payable to EYA Marketing LLC, and then a $100,000 option deposit made payable to CH 1900 Associates LLC. Funds should be paid via an online payment link (Earnnest) or by wire transfer.

Are there any special incentives offered for EYA’s townhomes at Highlands Row?

If you use one of our preferred lenders and our preferred title company (Walker Title), both the Seller and the lender will contribute ½ point towards your loan and reimburse for credit and appraisal fees.

 

 

How does the HOA work?

All EYA townhomes pay 4 months' assessment as an Initial Capital Contribution. The monthly fee is $370 per month per home.


Snow Removal

  • The HOA is responsible for snow removal on all sidewalks, leadwalks, and driveways into the shared garages.

Parking

  • All townhomes will have 2 dedicated parking spaces in the shared garage (one standard and one compact sized). Each owner is expected to park in their garage spaces, located directly beneath the footprint of their home. 
  • Visitor parking is located on surrounding streets and parking lots and is metered.

Landscape Maintenance

  • The HOA is responsible for maintenance, mowing, and watering of all common areas – owners are responsible for their own ground planting.

Hardscape Maintenance

  • The HOA is responsible for maintenance of all common areas, leadwalks, and sidewalks to the extent they are on HOA common area parcels.

Stormwater Management (SWM)

  • The HOA is responsible for the maintenance of all SWM facilities, whether in ROW or private land.

Amenity Areas

  • The HOA is responsible for all maintenance, management, and administration of amenity spaces, including the park and associated amenities.

 

 

Will townhome residents have access to the pool at Crystal House?

No, EYA townhomes residents will not have access to the pool. It is only available to Crystal House residents. 

 

What open spaces will be available to townhome residents?

The community will feature open green space with lush landscaping and seating areas. A new public playground and dog park are also planned for the broader community in later phases.

 

 

What is the warranty on EYA’s new townhomes at Highlands Row?

EYA’s townhomes are covered by what is called a 1/2/10 warranty. Up to year 1 after settlement, everything is covered; all mechanical/electrical/plumbing is covered up to year 2 after settlement, and then there is a structural warranty for up to 10 years after settlement. The warranty is backed by PWC.

 

 

What are the real estate taxes in Arlington County?

In 2025, the tax rate for a home in Arlington County is 1.033%. Tax rates are adjusted annually (usually in April), so please check with the County, as rates may be different in 2026 and 2027 when the homes are complete.

 

 

Which streets are public and which streets are private at Highlands Row?

All the surrounding streets around Highlands Row are public. All streets within the community are privately maintained.

 

 

What type of outdoor grilling options are allowed?

As Highlands Row is an all-electric community, no natural gas lines are available to be plumbed on a terrace. You may have a propane grill on the rooftop terrace. No charcoal grills are permitted.

 

 

What are the public schools that Highlands Row will feed, and where are they located?
